    Under Construction/Difficult Site Navigation

In order to be approved, your website must be launched and contain enough textual content for Google's specialists to evaluate.     Signing up if you are already a part of an ad network

If your ad network already displays Google ads on your pages, you can still join AdSense and run ads on your site through our program. Google allow publishers to display up to three standard ad units on any webpage.

Attention  Keep in mind that it's your responsibility to work out any contractual issues that may arise with your ad network as a result of serving Google ads directly.

Placing Google ads on the same page with other ads

You are allowed to display Google ads on the same site or page as other third party advertisements provided that the formatting or colors of the third party ads is different enough from that of the Google ads.
In other words, if you choose to place non-Google ads on the same site or page as Google ads, it should always be clear to the user that the ads are served by different advertising networks and that the non-Google ads have no association with Google. If the formats are similar, you must choose different color schemes for the competing ads.
Please also be aware that competitor ads are considered to be part of your site's content and must follow the policy guidelines.
